Understanding Florida Medicaid for Long-Term Care

Florida’s Long-Term Care (LTC) Managed Care Program helps eligible seniors pay for assisted living or nursing home care. Qualifying for Medicaid LTC involves three primary criteria:

1.    Medical Eligibility: The senior must require a "nursing facility level of care," as determined by a comprehensive physical and medical assessment conducted by the state's Comprehensive Assessment and Review for Long-Term Care Services (CARES) program.
2.    Income Limits: The applicant's monthly income must fall below the state-mandated limit (adjusted annually). If income exceeds this limit, a Qualified Income Trust (QIT or Miller Trust) may be required.
3.    Asset Limits: An individual applicant is generally limited to $2,000 in countable liquid assets. Certain assets—such as a primary residence (up to state equity limits), one vehicle, and personal belongings—are typically considered exempt.

Navigating the Medicaid Application Process

Applying for Medicaid LTC requires careful documentation of finances, medical history, and personal identity.
•    Standard Community Application: Applying from home typically goes through the Department of Children and Families (DCF) via the ACCESS Florida Portal. Standard applications can take anywhere from 45 to 90 days to process.
•    Accelerated Hospital / Rehabilitation Track: If your loved one is currently admitted to a hospital or a Skilled Nursing Facility (SNF), ask to speak with the facility's Medicaid Social Worker immediately. Because health systems are incentivized to transition patients to lower-cost care settings quickly, hospital-initiated applications are often fast-tracked through state review in weeks rather than months.
